The Jim Richmond Backcountry Aviation Foundation, Inc. (JRBAF) Airplane Raffle (the “Raffle”) is a fundraising initiative to support the organization’s charitable efforts to expand public backcountry aviation access. 100% of the proceeds from the Raffle will go toward supporting these efforts. The Raffle is being conducted in the State of Idaho, where JRBAF has applied for and received a valid state-issued charitable gaming license. You may request a copy of our charitable gaming license by emailing: jimrichmondfoundation@gmail.com

The Raffle is open to participants who are at least 18 years of age and are residents of jurisdictions where online charitable raffle participation is legal. JRBAF employees, board members, and their immediate family members are not eligible to participate.

The Raffle is governed by Idaho law.

1. Ticket Sales

All JRBAF 2026/27 raffle ticket sales are online via the internet. The raffle is being conducted in the State of Idaho, which permits online ticket sales to both residents and nonresidents. All tickets sold are considered as having been sold in the State of Idaho, regardless of the purchaser’s actual location. By purchasing a ticket, each participant agrees to be bound by these Official Rules and the laws of the State of Idaho. Participants do not need to be present at the drawing to win prizes.

2. Ticket Limits and Numbers

You may purchase as many Raffle tickets as you wish; however, only 30,000 tickets will be issued. Each ticket will bear a unique number and no numbers will be duplicated. If you purchase multiple tickets, each will have a different number. Ticket numbers will be emailed to the address you provide. JRBAF is not responsible for lost or misdirected emails. If you do not receive your ticket numbers within 24 hours of purchase, please contact us at jimrichmondfoundation@gmail.com.

3. Deadline

To be eligible, tickets must be purchased before 30,000 tickets have been distributed or one hour prior to the drawing to be held on June 5, 2027, whichever occurs first. JRBAF reserves the right to extend the deadline and may give away up to 500 tickets for promotional purposes.

If your purchase is received after all 30,000 tickets have been sold or after the deadline, it will be fully refunded. Beyond this refund, JRBAF bears no liability for purchases that cannot be processed due to these limits.

4. Drawing Details

The winner(s) will be selected by random drawing at the 45 Ranch, located at 4904 45 Ranch Road, Owyhee County, ID 83604, on or before June 5, 2027.

JRBAF reserves the right to change the drawing location and/or draw early if all tickets are sold in advance. Final details of the drawing will be posted on our website and social media channels at least two weeks prior to the event.

Attendees are welcome to observe the drawing in person (drive or fly in), and we will make every attempt to livestream the event on social media as we draw the tickets. 5. Grand Prizes

There are three grand prize aircraft in the 2026/27 JRBAF raffle. Each aircraft is a classic Piper J-3 Cub. Each will receive a fresh annual inspection before delivery. Each aircraft is valued at between $50,000 and $60,000. Grand prize winners must formally accept aircraft prizes in writing by July 5, 2027.

• FAA Certificate of Airworthiness
• All logbooks
• FAA Bill of Sale
• Applicable IRS forms

6. Additional Prizes

JRBAF reserves the right to add other prizes during the Raffle. A full prize list will be posted and regularly updated at www.jrbaf.org/raffle.

7. Firearm Prize - Conditions and Cash Alternative

If a firearm (rifle, pistol, or shotgun) is offered as a raffle prize, the following additional conditions shall apply:

• Eligibility - To be eligible to win a firearm prize, the winner must be at least twenty-one (21) years of age at the time of prize acceptance and must be legally eligible to possess and receive a firearm under all applicable federal, state, and local laws governing the winner’s place of residence.
• Background Check Requirement - The winner must be able to successfully pass all background check(s) and satisfy all legal requirements necessary to complete a firearm transfer, including those required under federal law and any additional requirements imposed by the winner’s state or local jurisdiction.
• Licensed Transfer - All firearm prizes shall be transferred to the winner exclusively through a federally licensed firearms dealer (FFL) selected by JRBAF or mutually agreed upon by JRBAF and the winner. The winner is responsible for complying with all transfer procedures, waiting periods, and legal requirements imposed by the FFL or applicable law.
• Cash Alternative in Case of Ineligibility - If a selected winner of a firearm prize is under twenty-one (21) years of age, is otherwise legally ineligible to possess or receive a firearm, or is unable to complete the lawful transfer of the firearm through an FFL for any reason, JRBAF may, at its sole discretion, award the winner a cash alternative prize not to exceed One Thousand Dollars ($1,000) in lieu of the firearm.
• Non-Elective Nature of Cash Alternative - The cash alternative is available only in circumstances where the firearm prize cannot be lawfully transferred and is not an elective option for an otherwise eligible winner. Acceptance of the cash alternative constitutes full satisfaction of the prize, and the firearm prize shall be deemed forfeited.
• Costs and Compliance - The winner is responsible for any fees, taxes, transfer costs, shipping charges, or other expenses associated with the lawful transfer of the firearm. JRBAF makes no representations regarding state-specific firearm restrictions, and the winner assumes all responsibility for ensuring compliance with all applicable laws.

8. Winner Notification

Winners will be notified by phone and/or email, and all results will be posted at www.jrbaf.org. A winner may be disqualified if they:

• Cannot be reached after reasonable effort
• Are found ineligible
• Fail to comply with these Official Rules

JRBAF will have been considered to have made a reasonable effort after two contact attempts via phone or email within four weeks of the drawing. If a winner is disqualified or declines the prize, another winner will be drawn. Winners agree to the public disclosure of their identity and use of their photo for promotional purposes.

9. Taxes and Prize Acceptance

JRBAF will pay the required federal income tax withholding for each Grand Prize aircraft by grossing up the value of the prize in accordance with applicable IRS regulations governing sponsor-paid withholding. Under the current federal withholding rate of 24%, the required gross-up results in JRBAF paying an amount equal to approximately 31.5789% of the net prize value, because the withholding tax itself is also included in the taxable winnings.

For example:

• Aircraft Fair Market Value: $55,000
• Less ticket cost: $50
• Net prize value: $54,950
• Federal withholding tax paid by JRBAF (31.5789% of net prize value): $17,352.63
• Grossed-up prize value reported on IRS Form W-2G: $72,302.63

The winner is responsible for any additional federal income tax liability beyond the withholding paid by JRBAF, as well as all applicable state and local taxes, aircraft registration fees, insurance, and any other costs associated with accepting and operating the prize.

Before accepting the Grand Prize, the winner must complete:

• FAA Aircraft Registration Application (if applicable)
• IRS Form W-9
• IRS Form 5754 (if applicable)
• JRBAF Prize Acceptance Agreement
• Any other documents reasonably required to transfer ownership of the prize and comply with applicable law

All raffle winners will be required to provide a completed IRS Form W-9 and execute JRBAF's Prize Acceptance Agreement prior to receiving any prize. Winners of non-cash prizes having a fair market value in excess of $5,000 are responsible for paying any required federal withholding tax to JRBAF at the current IRS withholding rate prior to claiming the prize, unless JRBAF elects, in its sole discretion, to pay such withholding on the winner's behalf as part of a gross-up arrangement.

10. Prize Claim Location

All prizes are awarded and must be accepted in Idaho, but winners may elect to accept prizes in writing via email, and subsequently have their prize shipped or otherwise transported out of the state. Upon completion of the necessary documentation, JRBAF may, at its discretion, assist with transportation of the prize. Prizes must be forfeited before possession if the winner chooses not to accept them.

11. Warranties and Inspection

JRBAF makes no warranties or guarantees beyond those stated herein. Each grand prize winner may inspect the grand prize aircraft before accepting it to determine its suitability and airworthiness.

12. Release of Liability

By entering the Raffle, each participant releases JRBAF, its directors, officers, employees, volunteers, and agents from all liability, including attorney’s fees, resulting from participation in the Raffle or use of any prize. Winners agree to indemnify and hold JRBAF harmless against any resulting claims. JRBAF is not liable for any loss, injury, or damages, including those caused by negligence, relating to participation in the Raffle or use of any prize.

13. No Alternate Method of Entry

There is no alternate method of entry for this Raffle. All entries must be made by purchasing a ticket in accordance with these Official Rules. As a licensed charitable gaming operation under Idaho law, the Jim Richmond Backcountry Aviation Foundation, Inc., is not required to offer a free or alternative method of entry. This is in accordance with the Idaho Administrative Code IDAPA 11.02.160, which governs charitable gaming activities within the state.

14. Rule Modification Clause

JRBAF reserves the right to amend, modify, or update these Official Rules at any time as necessary to comply with applicable federal, state, or local laws or regulations, any court order, or circumstances beyond JRBAF’s reasonable control. Any such changes shall become effective immediately upon posting or other public announcement by JRBAF. Continued participation in the Raffle after such changes constitutes acceptance of the revised rules.

15. Exclusive Remedy

The sole and exclusive remedy for any claim arising out of ticket sales or Raffle participation is limited to a refund of the purchase price paid for the ticket(s).
